What components will you set and what will you need to design?

Look at each component separately. What do you know about each one and how will it affect the design? The components you can set will be the ones that are either given specifications in the problem or need to be a certain shape or size to fulfill the design requirements. From these, you can decide what components you will need to analyze for designing.

For this example, you will be able to set such components as:

the handle shape and outer diameter (from anthropometric data whether or not it is hollow)
the size (not thickness) of the plates (given minimum requirements in the problem)
the size and shape of the axles (the length and perhaps the outer diameter, but this will have to be checked analytically)
if you are going to use bolts, either set how many or their size.

From these, you will need to calculate such things as:

the inner diameter of the handle (if you decide to make it hollow)
the thickness of the plates
the inner diameter of the axles (if you decide to make them hollow), but the outside diameter also must be analyzed.
either the size, given the number of bolts or the number, given the size of the bolts.
